Bernard was born at home on a farm about two miles South of Melrose in Monroe County, Iowa. He married Lillian J. Garrington of Albia, Iowa in July 1941. Bernard had two children, Dennis born in May 1942 and Gerald born in August 1952. Benard served in the United States Army during WWII. He was employed by John Deere in Ottumwa for thirty years. Bernard served as a Mayor of Albia, Iowa from April 1969 until his death in 1989. Bernard F. Carr memorial park in Albia, Iowa is named in his honor.
