Son of Joseph E. and Annabell (Whitlock) Rains. Married twice: (1) Marion Helen Reese, July 18, 1932; (2) Yvonne W. McMurdo, February 6, 1946. During WWII he served in the U. S. Army from March 1, 1943 to December 31, 1945.

He was the Chairman of the Pettis County Democratic Committee. Served in the Missouri House of Representatives from the 115 Congressional District. Mr. Rains owned the Foodland Grocery and was elected President of the Sedalia Grocery Association. In addition, he owned a service station and used car dealership.

He was a member of Lodge No. 236, A.F. & A.M.; Veterans of Foreign Wars Post No. 2591, American Legion Post No. 16, Lions Club and Masons. Also a member of the Scottish Rite and the Ararat Shrine.
