From an obituary in the Washington Post dated May 6, 1959:

His wife was shown as Elsie (this may have been #2) and he had 3 daughters and 1 son listed. 4 brothers and 1 sister also said to have survived him.

There was also an obit from the Association of Retired Policemen - apparently he was one somewhere at sometime.

Followup note:

In an article in the Washington Post dated 10 June 1924 it was said that Percy E. had used his brothers name of Palmer E. or just Palmer many times over the years, most notably when he entered 'the world war' (it was called this prior to 1941 and the start of World War II). It was said he did so to confuse the U.S. Government and deny the needs of three young children he had with his 1st wife Orpha. When he divorced her in Pa. in 1915, no provision was ever made for the care and support of the children; once the War Dept was notified of his use of his brothers name to enlist in the military, the gov't did provide a very meager amount to her for the kids support. The article stated Orpha at this time was taking him to the Equity court in D.C. to get a larger amount of money to support the children. He was shown to be employed as a U.S. Park Policeman. Nothing was found as to the outcome of the case.

More importantly, it is unknown who is actually buried here because there's nothing anywhere that can be found on anyone else that was the real person named Palmer Allen who allegedly lent his name to his brother Percy to use at will whenever apparently he wanted to do so for whatever reason(s).
