William was born in Reno, Nevada in 1890, and lived in Oakland for 20 years before his death. He worked as a rancher in Reno, helping tend the family farm, and later as a hoist engineer in Oakland.

He committed suicide by gunshot in a hotel room. He left a note to his brother, Jim, stating that he could not go on after the death of his wife on May 1st of that year. He requested his ashes be mingled with his wife's and scattered off the Golden Gate Bridge.

William's was the first of several Peckham family suicides, preceding that of his brother Alfred and his wife by carbon monoxide poisoning in their garage in 1938.
