U.S. Congressman. He studied law, was admitted to the bar, relocated to Paducah, Kentucky and preceded to practice law. With the outbreak of the Civil War, he joined Company B, 2nd Wisconsin in La Crosse April 18, 1861, at Lincoln's first call for Volunteers. He was discharged December 1, 1861, due to wounds received at the 1st Battle of Bull Run. He rejoined the Union Army as adjutant of the 25th Wisconsin August 16, 1863, and was promoted to Captain of Company F on October 6th. He was wounded again July 22, 1864, at the Battle of Decatur, Georgia. He was commissioned Colonel in command of the 44th Regiment, Wisconsin Volunteers Sept 18th, 1864, serving until the end of the war. After the war, he resumed the practice of law in Helena, Montana and served as an associate justice of the Supreme Court of Montana Territory (1869 to 1871). Moving to Colorado in 1874, he opened a law firm in Denver. In 1885, he was elected as a Republican to the Forty-ninth and Fiftieth Congresses, serving until 1889. Not a candidate for reelection, he engaged in the management of his estate and practiced law until his death.
