Kansas Governor. Moving with his family to Kansas, he later graduated from the University of Kansas. During World War I, he served in the 117th Kansas Ammunition Train, U.S. Army and received a Purple Heart Medal with a special citation. After the war, he earned a law degree from the George Washington University and opened a legal firm in Wyandotte County, Kansas. There he worked as the Assistant County Assessor and was a member of the Kansas State House of Representatives, (1939-47). In 1947, he was elected as a Republican the 30th Lieutenant Governor of Kansas, serving until 1950. When Governor Frank Carlson resigned to accept a position as U.S. Senator, Hagaman appointed the 31st Kansas Governor, serving November 28, 1950, to January 8, 1951. After his brief time in office, he resumed the practice of law until his death at age 72.
