He served as Monroe County Attorney, Mayor of the city of Albia and Albia City Attorney. Frank was a U.S. Army WWII veteran having served in the European Theater. He was a strong Democrat. One of Frank's most treasured possessions was a personally autographed photo of President Harry Truman. Of Croation decent Frank was a member of the Croation Fraternal Union.
