Washington Governor. Served as Governor of Washington from 1905 to 1909 following the term of Governor Henry McBride. He was a former Mayor of Blaine, Washington and a member of the Washington State House of Representatives. Former prosecuting attorney for Whatcom County, Washington. He received his formal education from Southern Illinois Normal University in Carbondale, Kansas and Union College of Law in Chicago, Illinois.
