Pennsylvania Governor. Born in Devon, Pennsylvania, he graduated from Harvard University in 1911, received a law degree and served in the US Navy during World War I, receiving the Navy Cross Medal. After the war, he worked abroad in the family owned sugar business and was appointed U.S. Minister to the Republic of Austria, in 1933. In 1935, he was elected as a Democrat the 32nd Governor of Pennsylvania, serving until 1939. During his administration, he was credited for leading Pennsylvania through the height of the Great Depression. After his term, he was appointed Ambassador to Bulgaria and during World War II, served as a Lieutenant Commander in the US Navy, as Associate Naval Attaché to Turkey. After the war, he served as Assistant Governor of American Samoa in 1945. He then returned to his business interests until his death at age 84 in Bryn Mawr, Pennsylvania.
