Born Feb 6, 1944 in Logansport, IN, she was the daughter of William Franklin and Paulita Sheets Justice. : She was a 1962 graduate of Purdue University, earning a degre in interior design. She moved to Washington DC, after graduating to work at Woodward and Lothrop, Incorprated, as a staff interior designer. She later became an assistant to Mariam Crocker, a lamp and shade designer in Georgetown. : It was at Woodward and Lothrop where she met her future husband, also an employee. They were married in 1971 and moved to Gerrardstown. She operated an interior design business, Jane Miller interiors, in the eastern panhandle area. Her work was featured in regional and national publicantions, including Colonial Homes Magazine. She was active in the Trinity Episcopal Church, Martinsburg, and was a member of the Olde Berkeley Garden Club. :
