He was a graduate of the University of South Carolina and a veteran of the U.S. Army. Frank was employed as a Comptroller with Food Services, Inc. and was the former owner and operator of Master Tire & Auto Center in Columbia. He was a former member of Sumter Shag Club, Sumter Sertoma Club, and a member of the First Presbyterian Church of Sumter.
