John L. McCoy was born at Harpers Ferry, Iowa; the son of John H. and Louisa (Valley) McCoy. His father was a policeman, which may account for his interest in that vocation later on.

He attended schools in Iowa and Missouri, later joining the Army at the age of seventeen. He was assigned to the Calvary and was stationed at the Presidio of Monterey, where he remained until he was discharged in 1924.

He married Elizabeth Varien of Pacific Grove, and together they raised two children; Jack Jr., and Betty.

John L., who by now preferred to be called "Jack", joined the Pacific Grove (CA) Police Department in 1932. In 1936, the family moved to Salinas and Jack was hired as a Deputy Sheriff by Sheriff Alexander Bordges.

Jack worked his way up from Deputy to Chief Criminal Deputy and when Sheriff Bordges died in 1946, Jack was appointed Sheriff by the County Board of Supervisors.

At the end of his appointed term, Jack ran against two other candidates, winning by a majority of votes in the primary election. He also ran unopposed for two consecutive terms later on.

In 1948 he continued development of the Sheriff's Camp and Farm, which in 1938 was originally located at Slack's Canyon. The Camp and Farm, originally consisting of 60 acres, grew to 300 acres under his administration.

The farm supplied itself, the county jail and the county hospital with meat and vegetables, with the ability to freeze everything it produced!

Lt. John Pendleton "Penn" Pihl was the Superintendent and James B. Randell was in charge of farming practices.

Sheriff McCoy attended many police schools and was a graduate of the FBI National Police Academy. Fraternally, he was associated with the B.P.O Elks and the International Footprint Association. (A non-profit organization that promotes and encourages fellowship, respect, cooperation, and helpfulness between all arms of law enforcement).

He retired from the Sheriff's Department on August 31, 1957. His farewell dinner at the county fairgrounds was attended by over 300 people.

He was presented with a new Nash Rambler by the people of the County of Monterey as a token of his many years of dedicated service in "Keeping the Peace".

He and his wife traveled and finally settled at Lake Almanor in northern California.

He died on October 1, 1974. He was followed by his wife, who passed in December, 1990.
