He was born Nov. 30, 1938, in Corry, Pa., a son of the late Alvey and Gertrude Erskin Willover.
Halsey was formerly employed as a security guard by Fitzpatrick & Weller in Ellicottville.
He had attended First Baptist Church.
Surviving are four children: Barbara Tidd and David Baker, both of Jamestown, and Alvey Victor Baker Jr. and Tammy Baker, both of Hinsdale, N.Y.; four stepchildren; 15 grandchildren; 32 great-grandchildren; and a sister, Lucy Coon.
In addition to his parents, he was preceded in death by two brothers and a sister.
