William studied law in Philadelphia with the Hon. Joseph Ingersoll. After he was admitted to the bar he came back to Wilmington, where he practiced the law and devoted his life to politics. In 1836, he was Secretary of State later becoming a member of the legislature. He became the Mayor of Wilmington in 1851, being the first person to be elected by the popular vote.
William next career opportunity came with his move to Washington and his appointment to a position in the Treasury department. In December 1858, William was made Chief Clerk in the office of the First Comptroller of the Treasury.
In 1877 William was made Secretary of the Committee of Ways and Means of the House of Representatives.
William Hemphill Jones died 30 Apr 1880, in the 69th year of his life from pneumonia after a short illness.
He was survived by a widow, who was the daughter of Allan Thomson of Wilmington and one daughter.
