In 1836, he was Secretary of State later becoming a member of the legislature. He became the Mayor of Wilmington in 1851, being the first person to be elected by the popular vote.
William next career opportunity came with his move to Washington and his appointment to a position in the Treasury department. In December 1858, William was made Chief Clerk in the office of the First Comptroller of the Treasury.
