The son of James H. & Caroline (Orndorff) Collins, in 1860 he was a cigar maker living in Mount Joy Township, Adams County, Pennsylvania. He stood 5' 7" tall and had dark hair and gray eyes.
A Civil War veteran, he enlisted at the stated age of eighteen as a substitute, mustered into federal service at Chambersburg April 7, 1865, as a private with Co. I, 98th Pennsylvania Infantry, and honorably discharged with his company June 29, 1865.
He married Margaret Matilda McSherry November 23, 1875, and fathered Eugene A. (b. 11/06/76) and Joseph Sylvester (b. 10/05/80). He died at his home near Two Taverns at the reported age of 74-2-7, the cause listed to be "cerebral apoplexy" with "senile gangrene" a contributing factor.
