Janet Anita Cutler Bixby, 70, of Winchester, Va., died Sunday, September 11, 2005, at her home.Mrs. Bixby was born December 3, 1934, in Adrian, Mich., the daughter of the late A. Roy and Alma Lehman Cutler. She was the director of Community Outreach with Access Independence, and volunteered as the director of Housing Action in Winchester, Va. Mrs. Bixby was a member of the Baha’i Faith. Mrs. Bixby was a member of Kiwanis, a member on the board of Housing Action, Coalition for Race Unity, and Community Services Council. She chaired three standing committees of the Governor’s Olmstead Task Force. Mrs. Bixby was a former president of the Chicago Esperanto Society and board member of the Chicago Coalition for Disability Rights. She graduated from the University of Wisconsin-Eau Claire (Wisconsin State Teachers College) with a bachelor’s degree in education, Magna Cum Laude, and the University of Illinois -Champaign/ Urbana with an master’s degree in rehabilitation counseling.She married Fred Lee Bixby on June 20, 1971, at the Baha’i House of Worship, in Wilmette, Ill.Surviving with her husband is her daughter, Jayanne Wynn Bixby of Winchester, Va.; two sisters, Lori Arsenault of Gallup, N.M., and Helen Cutler, of Dallas, Texas; and one brother Wallace Cutler of Downsville, Wis.A memorial service will be conducted on Thursday at 5:30 p.m. at the Centre Meeting House (corner of Piccadilly Street and Washington Street), Winchester, Va.In lieu of flowers, memorial contributions may be made to Housing Action, Access Independence, 403 B South Loudoun Street, Winchester, Va., 22601, where a scholarship for disabled children will be set up in Janet’s name.
