The son of Joseph Barton Elam and Catherine Steadman.

Democrat. Member of Louisiana state house of representatives, 1851-61; delegate to Louisiana secession convention, 1861; U.S. Representative from Louisiana 4th District, 1877-81; defeated, 1880.

The 1850's brought tragedy into the U.S. Representative's life. He lost his daughter, Julia, in 1854, son Joseph Elam, Jr. in 1854 and wife Catherine in 1855.

Congressman Elam married Mary Elizabeth Stewart in 1856. Another son named Joseph Barton Elam II in 1878.
