Alfred J.T. Byrne, age 63, of Charlottesville, Va. passed away March 7, 2007. He is survived by his wife, Patricia A.L. Byrne and son, John C.C. Byrne II of Charlottesville; his sons, Alfred J.T. Byrne Jr. of Savannah, Ga. and David W. Byrne of Beaufort, S.C.; and a granddaughter, Madison A. Byrne of Savannah, Ga.
He was the son of the late John C.C. Byrne of Kilmarnock, Va. and is survived by his mother, Hope T. Byrne of Kilmarnock; five brothers and sisters, John C.C. Byrne, Jr. of Hobe Sound, Fla., Dorothy B. Cluverius of Richmond, Va., Hope B. Breiding of Annapolis, Md., Nancy J. Byrne of Tampa, Fla. and Richard E. Byrne of Richmond, Va.
Mr. Byrne was the Senior Counsel of Virginia National Bank in Charlottesville, which he helped organize in 1998. He spent more than 35 years in the private practice of law and in corporate positions advising domestic and foreign banking institutions, as well as other business entities in mergers and acquisitions, corporate governance and corporate finance. During the administration of President George H.W. Bush, he was appointed General Counsel of the Federal Deposit Insurance Corporation and the Resolution Trust Corporation. As chief legal officer of those agencies from 1990 to 1993, he directed a staff of almost 1,000 lawyers and was the principal legal advisor to the FDIC's Chairman and its Board of Directors during the banking crisis and S&L bail-out in the late 1980's and early 1990's. While in this position, he frequently testified before Congressional committees that had oversight responsibility for the federal banking agency. Following his government service, he was a partner in the Washington, D.C. law firm of Patton Boggs LLP from 1993 to 1995, and later served as Senior Vice President and General Counsel of New York Life Insurance Company in New York City. Before joining Virginia National Bank, he was a partner in the Richmond firm of LeClair Ryan from 1996 to 2002, where he co-chaired its financial institution's practice group.
Mr. Byrne began his law practice in Richmond with the firm of Hunton & Williams and later served as Senior Vice President and General Counsel of the Investment Group of CIGNA Corporation in Philadelphia from 1978 to 1982. He was a partner in the Philadelphia-based international firm of Dechert LLP and served as the resident partner in its London office from 1987 to 1989. He was a former registered legal expert for the International Monetary Fund and in the mid-1990's traveled to the Middle East as a volunteer member of the IMF and World Bank's-sponsored assistance missions to help both the Kingdom of Jordan and the Palestine Monetary Authority develop central banking and bank supervisory laws and regulations.
He was a director and secretary-treasurer of Computers 4Kids, a non-profit organization assisting children from low-income families in computer usage and technology. He was also a member of the Board of Trustees of the Virginia Capitol Foundation and was involved with the restoration of Virginia's Capitol in Richmond.
He received both his undergraduate degree in 1965 and law degree in 1968 from Washington & Lee University, where he later served as a member of its Alumni Law Council. While in law school, he was a member of the law review and served as president of his law school class and a member of the school's honor court. Private burial services will be held at Wicomico Episcopal Church, Wicomico Church, Va. A memorial service will be held at St. Paul's Memorial Episcopal Church in Charlottesville at 11:30 a.m. on Saturday, March 17, 2007.
