US Congressman. The son of Colonel Samuel Fowler and grandson of Congressman Samuel Fowler, he was trained as a lawyer, and set up a successful practice in Newark, and in Newton, New Jersey. He was elected as a Democrat to represent New Jersey's 4th District in the United States House of Representatives, serving from March 4, 1889 to March 3, 1893.
