Born in Cameron, Billy was the son of Fred Foster & Ora Pearl Rigsby Neal. He had lived in the Rogers area most of his life. He worked in the construction business doing electrical, carpentry and painting. Billy married Nancy Sue McQueen in 1960 and had five daughters: Karen, Mary, Linda Kay, Janet, and Sandra Neal. He later married Mary Ann Sutton in 1995.
