After graduating from Randolph-Macon College, in 1922, he attended the Graduate School of Business Administration at Harvard University, (1923-24) and was an accountant manager at Norfolk, Virginia, (1924-27). He also was a wholesaler of electrical equipment, (1927-32) and engaged in agricultural pursuits. In 1947, he was elected as a Democrat to the Eightieth Congress and to the next ten succeeding Congresses, serving until 1969. Not a candidate for reelection, he was a director of Dominion Bank Shares Corporation and other Virginia financial institutions. He died in retirement at age 91.
