He was born at Bristol on March the 29th 1909 and was the son of Lawrence Checkley Barker M.I.M.E of Stanwell, Middlesex (1874-1942) and Mabel Sarah Barker nee Hartnell (1874-1952) of Taunton, Somerset. Arthur's only sibling was his younger brother; Laurence Anthony Barker (1914–1994). The family home was at 1 The Avenue, Taunton.

Arthur was educated at Brighton College between 1923 and 1926.

He married Sheila Barbara Parsons (1913-1967) of Stoke Newington, London, and the couple made their home at Rumwell Hill, Taunton.

During WW2 he served initially with the Somerset Light Infantry, before transferring to the 33rd Tank Brigade (Workshop) of the Royal Electrical and Mechanical Engineers. He gainged the rank of Major (Service Number: 96431). He was accidentally killed in an unspecified incident on the 5th of June 1943 at Blythburg, Suffolk.

Arthur was aged 34 years, and was buried at plot 2/532 of St Mary's Cemetery, Taunton. He is also commemorated on the Bishops Hull War Memorial.
