Born in 1951 in Des Moines, IA to Wilma Evelyn McNeeley Pugh and Joe Arthur Pugh, Joe moved to Tacoma, WA in 1962. He enlisted in the U.S. Navy in 1969, and became a Chief Hospital Corpsman before receiving a commission in the Navy Medical Service Corps in 1984. He served aboard ship, with the U.S. Marine Corps, and at several Navy medical facilities before retiring in 1994. Joe's retirement hobbies included camping and personal computing; he was well known among family and friends for his computer assistance.
