Charles was born just under six months after his parents joined the Pennsylvania Colony and founded the city of Osborne, Kansas. Farmer and then blacksmith; opened machine shop in 1892 in Downs, Kansas. In 1903 moved to Brawley, California and invented the Ruth Dredger for cleaning and building new ditches; invention was credited with making Imperial County the greatest continuously irrigated region in the United States. Became very wealthy over the years.
