U.S. Congressman. Born in Newtown, Connecticut, he studied law, was admitted to the bar in 1854 and setup a law practice in Norwich, New York. He was District Attorney of Chenango County, (1859-63), a member of the New York State Assembly in 1863 and a member of the New York State constitutional convention, (1867-68). In 1871, he was elected as a Republican to the Forty-second Congress, serving until 1873. After his term, he resumed the practice of law until his death at age 61 in Norwich, New York.
