Phebe's sister Liz had married Thomas Shelton of Patrick County, in 1835. Four years later, Phebe married Thomas' brother, Levi Shelton, called Lee.
Phebe and Lee had children, Josiah, Mary, Charles, James, Susan and Samuel. The Civil War began and the sons, Charles and James went into service. Although older, Lee also enlisted in Company H, Virginia 58th Infantry Regiment on 05 Sep 1861. Two short months later he died of disease at Camp McCullough, Virginia on 12 Nov 1861.
