Carter was born in Jonesboro, Arkansas. He lived most of his adult life in Jackson County, Arkansas.

He married the former Mary Alice Staggs (who was married once before to a Mr. Witherspoon) on 29 September 1894 in White County. (her step-father was a Dr. King)

They had 4 children:
Janie Belle (Ireland),
Hamilton King,
Buna Beatrice (Makinson),
and a baby girl who died in November 1906, as did Mary Alice.

He then married the former Myrtle Ann Breckenridge on 21 November 1906.
They had 2 children:
Clifton William(known as Judge), and
Elsie Parazeta.

Carter is buried in an UNMARKED GRAVE at Eight Mile Cemetery, Beedeville, Arkansas. It is believed to be just to the left of his daughter, Buna's grave.

JH Ballard, caretaker & husband of Carter's granddaughter, Neva Caye Makinson Ballard told Linda Makinson Asaro in August, 1995 that Carter is buried in Eight Mile & that the grave is unmarked.

In October, 2017, they told Linda of Carter's grave's location.
