He was a 1945 graduate of Martinsburg High School, attended West Virginia University in Morgantown, W.Va., and graduated with a bachelor of science degree in business from Shepherd College in Shepherdstown, W.Va. He owned and operated Smoot Insurance Agency in Charles Town from 1957 until he retired in 1993. He served in the National Guard during the Korean War. He was a member of Charles Town Presbyterian Church, where he served as an elder, Sunday school teacher and lay pastor. He was active in the Emmaus Walk, past president of the Charles Town Civitan Club, a Scout leader, Little League coach and member of the Stuck and Alger Social Club.
He is survived by his wife of 54 years, Vivian "Biddy" Dorsey Smoot; two sons, Jeffrey S. Smoot of Kearneysville, W.Va., and S. Todd Smoot of Charles Town; four grandchildren; and one great-granddaughter.
Services were held at the Charles Town Presbyterian Church; burial was in Edge Hill Cemetery, Charles Town; arrangements by Melvin T. Strider Colonial Funeral Home, Charles Town.
