James was the son of Levi T & Rachel (Rabb) Mobley. His grandparents were Edward & Drusilla (Meador) Mobley and James & Hannah (Barnett) Rabb.

His siblings were Reuben Rabb Mobley, Sarah Mobley Mobley McReynolds, Barbara Mobley Chapman, William Barnett Mobley, Barnett Rabb Mobley, and Pendleton T Mobley.

He was a Sergeant in the War of 1812, 2nd Reg't (Jenkins), GA Volunteers & Militia.

James married Narcissa Burford on 13 Nov 1817 in Jones Co GA. They were the parents of at least 2 children:
William Burford Mobley (1821-1892)
James Rabb Mobley Jr (1823-1885)
