Shelby was born on December 17, 1940, in Franklin County, Georgia. She was the daughter of the late Hoyt Chandler Strickland and Mazell Booth Strickland. Shelby was employed by Cannon Mills Plant 1 in the sewing room.
Survivors include a son, Jeffrey Scott Tyner of Concord, a daughter, Regina Joy Tyner of Kannapolis, two sisters, Wynna Stancil of Kannapolis, and Rosa Lee "Faye" Strickland of Concord, one brother, Richard Albert "Buddy" Strickland of Kannapolis, one half-brother, Henry Swinson Martin of Concord, and one grandchild.
The funeral service was held on August 3, 1982 at Concord Lake Missionary Baptist Church in Kannapolis, where she was a member. The service was conducted by Rev. James Hatley and Rev. Larry Beaver. The burial followed at West Concord Cemetery in Concord.
