Bill was the son of George I. Sr. and Mary Ellen Seiders Boring.

He graduated from Shippensburg High School with the class of 1964.

He was a U.S. Army veteran of the Vietnam War.

He was survived by two sons, William H., Ivan L. and a granddaughter. Also surviving was a companion Marie C. Hughes, a brother George I. 'Buck', and sisters Joan E (James Jr.) Gipe and Betty A (Sherman)Bream.
