U.S. Congressman. He attended Tidball's Academy and then taught school in Pennsville and McConnelsville, Ohio. He graduated from Franklin College, in 1838, from the Cincinnati Law School, in 1840, was admitted to the bar and practiced law in Zanesville, Ohio. He was commissioner of bankruptcy for Logan County, in 1842, prosecuting attorney of Logan County in 1845 and editor of the Logan Gazette, (1845 to 1847). In addition, he was a member of the Ohio State House of Representatives, (1846 to 1847), served in the Ohio State Senate, (1849 to 1851, 1854), supreme court reporter in 1851, judge of the court of common pleas and of the district court, (1857 to 1864). During the Civil War, he served as Colonel of the 84th Regiment, Ohio Volunteer Infantry, Union Army. After the war, he was elected as a Republican to the Thirty-ninth, Fortieth and Forty-first Congresses, serving (1865 to 1871). An unsuccessful candidate for reelection, he organized and served as president of the Bellefontaine National Bank, in 1871. He was again elected to the Forty-third and Forty-fourth Congresses, serving (1873 to 1877). After leaving Congress, he was appointed by President Rutherford B. Hayes, the First Comptroller of the U.S. Treasury, Serving (1880 to 1885). In 1891, he was elected president of the National Wool Growers' Association and served until his death.
