U.S. Congressman. Born in New Milford, Pennsylvania, he graduated from the Pennsylvania State normal school, then was engaged in the lumber and oil businesses at New Milford, in 1879. There he served as an assessor, school director and justice of the peace, plus was the Colonel on the respective staffs of Pennsylvania Governors Stone, Pennypacker and Tener (1899-1907). In 1909, he was elected as a Republican to the Sixty-first Congress, serving until 1911. An unsuccessful candidate for reelection, he resumed his former business pursuits in Binghamton, New York, until his death at age 61.
