He was a resident of Forestville, Md., and a police officer for the Metropolitan Police Department of Washington, D.C., with 28 years service. He was a member of the I.C. Norcom High School Class of 1966 and attended Howard University.
Survivors include his daughter, Nadia K. Bailey; son, Donovan F. Bailey; parents, John F. Bailey Jr. and Alberta Q. Bailey; and brother, Keith Q. Bailey.
A funeral will be conducted at noon Saturday in Ebenezer Baptist Church by the Rev. Ben A. Beamer. Burial will be in Roosevelt Memorial Park, Chesapeake. The body will be available for viewing today. The body will be placed in the church at 10 a.m. Fisher Funeral Home is in charge.
