US Congressman. He attended Wellsboro Academy, Alfred University, studied law, was admitted to the bar in 1873 and commenced to practice law in Wellsboro, Pennsylvania. He was district attorney of Tioga County (1875-79), member of the Pennsylvania State House of Representatives, (1884-86) and a member of the Pennsylvania State Senate, (1888-92). In 1897, he was elected as a Republican to the Fifty-fifth and Fifty-sixth Congresses, serving until 1901. Not a candidate for re-nomination, he resumed the practice of law, plus engaged in the real estate, banking and the lumber business, until his death at age 88.
