US Congressman. A native of Clarion County, Pennsylvania, he served as a General in the United States Army during the Spanish-American War. Elected to represent Pennsylvania's 28th District in the United States House of Representatives, he served from 1912 to 1915, and 1919 to 1921. He was defeated in 1920 as Prohibition. He also served as a Member of the Pennsylvania State House of Representatives from 1881 to 1887, and as a Member of the Pennsylvania State Senate from 1907 to 1910.
