U.S. Congressman. He graduated from Geneva College, in 1883, from Covenanter Theological Seminary, in 1887 and was ordained a minster. After his ordination, he served as the pastor of churches in at Baxter, Leechburg and Washington, Pennsylvania. He then was a professor of political science at Washington and Jefferson College, Pennsylvania, (1898 to 1913). Entering politics, he was elected as a Progressive to the Sixty-third Congress, serving (1913 to 1915). He was again elected as a Republican to the Sixty-fourth Congress to fill the vacancy caused by the death of William M. Brown, reelected to the Sixty-fifth Congress and to the next seven succeeding Congresses, serving (1915 to 1935). An unsuccessful candidate for reelection, he worked as professor of international relations in Washington and Jefferson College, (1933 to 1947), until his retirement.
