His grandparents, Etienne (Stephen) and Clarice (Bolduc) Ugron, emigrated from Quebec in 1849. The family name was Hugron, and St. Rose Catholic Church records in Kankakee, Illinois, show that the "H" was dropped at some point in the early 1900s.

Steve was the eldest son of Mose and Kate (Watkins) Ugron of Kankakee. His two younger sisters were Edna (Ugron) Davis and Elsie Clarice (Ugron) Larrigan.
