Hugh Lacy Mann was born on March 26, 1896, in Gainesville, Texas, his father, Edward Franklin, was 25 and his mother, Marilyn "Mally" Drew Simpson Mann, was 20. He was a sportsman, business, and social leader.
He was still active in real estate and investments. He came to California in 1922. In WW I he served as a US Army Pilot. He was educated at the University of Texas. He had one brother and three sisters. He died on July 30, 1965, in San Diego, California, at the age of 69.
