He attended Dayton Academy, Dickinson Law School, graduated from Allegheny College, in 1879, was admitted to the bar in 1882 and commenced to practice law in Kittanning, Pennsylvania. He was district attorney of Armstrong County, (1885-92) and elected as a Republican to the Fifty-third and Fifty-fourth Congresses, serving (1893-97). Not a candidate for re-nomination, he was appointed by President McKinley as U.S. District Attorney for the western district of Pennsylvania, serving (1897- 1902) and appointed by President Theodore Roosevelt, as internal-revenue collector for the twenty-third district of Pennsylvania, serving (1902-13). His last public office, was as a internal-revenue collector, (1921-33). He later died in retirement.
