U.S. Congressman. During the Civil War, he served in the 5th Regiment, West Virginia Cavalry, Union Army. After the war, he engaged in the leather business, was a member of the Pennsylvania State house of representatives, (1875-78) and recorder of deeds of Allegheny County, (1882-91). In 1898, he was elected as a Republican to the Fifty-fifth Congress to fill the vacancy caused by the resignation of William A. Stone, reelected to the Fifty-sixth and Fifty-seventh Congresses, serving until 1903. He was again elected to the Fifty-ninth, Sixtieth and Sixty-first Congresses, serving (1905-11). Not a candidate for re-nomination, he was a member of the Allegheny County Board of Viewers, until his death at age 78.
