Arthur was the first of three children born to Burrett Beebe Bouton and Elizabeth H. Frisbee Bouton. He was raised at Roxbury where his father was a lawyer. He attended common school at Roxbury and then Stamford Seminary at Stamford, New York before graduating from Albany Law School of Union University at Albany, New York in 1897. Arthur was appointed a United States Commissioner in 1901 and 1903 and served as Town Clerk of Roxbury for a time. He practiced law at Roxbury and in 1902 established Golden Seal Assurance Society, serving as secretary and treasurer until it merged with Metropolitan in 1930. He returned to law again about 1922 when he joined the law offices of Ives and Craft. In November 1922, Arthur was elected to a two-year term as Republican Senator from the Twenty-ninth Senatorial District of the State of New York. He served on the Committee on Banks, Committee on Codes, and Committee on Revision. In November 1924, he was re-elected and was appointed as Chairman of the Committee on Insurance and was a member of the Committee on Agriculture, Committee on Labor and Industry, Committee on Public Health, and the Committee on Revision. Arthur was president of Midrox Cooperative Fire Insurance Company, organized in 1934. He was also president of the National Bank of Roxbury. Arthur was a member of Roxbury’s Independent Order of Odd Fellows, No. 608; Rotary Club; Delaware Banker's Association; and Couer de Lion Lodge, Free and Accepted Masons. Arthur married to Lulu Craft on 20 October 1892 at Roxbury. Arthur and Lulu had no children.
