Burrett was raised at Middletown where his father was the owner and operator of a farm. He was the son of John T. Bouton and Betsey M. Fuller Bouton. The family relocated to Roxbury about 1860 where his father was a farmer. Burrett attended Roxbury Academy and then clerked in his father’s dry goods mercantile, later joining into a partnership of the business. Burrett married to Elizabeth H. Frisbee on 21 September 1869 at Roxbury. They made their home at that place where he was a merchant. Burrett developed an interest in the legal profession and about 1880 devoted his time to the law. He was active in his community and served twice as Town Supervisor. Burrett and Elizabeth were the parents of three children; Arthur Frisbee Bouton, Anna Bouton, and John Frisbee Bouton.
