Major General "Howdy" Wilcox was the commander of the 38th Infantry Division, Indiana National Guard, from February 1963 to September 1964. General Wilcox was appointed as a Lieutenant Colonel in the Indiana Army National Guard in August, 1947, following service in World War II, where he was awarded the Silver Star and the British Military Cross for service in Europe. He was appointed as the 38th Infantry Division Commander in February 1963 and was promoted to Major General in November 1963, and served until his separation in September 1964, due to out-of-state residency. General Wilcox was active in the racing community in Indiana. He was the son of a 500-Mile Race winner, who was later killed in a track accident. He was also instrumental in the organization of Indiana University's "Little 500." A movie, "Breaking Away" was based on this annual event. General Wilcox could be seen in the opening scene waving the starting flag. Howard S. "Howdy" Wilcox, 82, Sarasota and Indianapolis, died Sept. 30, 2002, in Indianapolis. He retired in 1992 as president of Howard S. Wilcox Inc., a public-relations firm he founded in 1966. He graduated from Indiana University in Bloomington and was an Army veteran of World War II, a major general in the Army Reserves and commander of the Indiana National Guard's 38th Infantry Division.

He was founder of Indiana University's Little 500 bicycle race and served on numerous boards, including the Indianapolis Chamber of Commerce, United States Auto Club and Indiana University Foundation.

Survivors include his wife, Joyce (Dunford); sons Howard S. Jr., Don, David and Scott; stepsons J. Randolph Lowe and Patrick R. Lowe; stepdaughters Kristine Hackleman and Kathleen Guilliam; a sister, Marian W. Dalton; nine grandchildren; and a great-grandchild.

Services and entombment will be at in Indiana, where Flanner and Buchanan Broad Ripple Mortuary, Indianapolis, is in charge. Memorial contributions may be made to the IU Student Foundation, c/o Little 500 Scholarship Fund, 1606 N.
