U.S. Congressman. He graduated from the Philadelphia College of Pharmacy in 1887, practiced pharmacy for several years and engaged in the coal business. He was a member of the common council of Philadelphia, (1896-1902). In 1913, he was elected as a Republican to the Sixty-third Congress and to the next five succeeding Congresses, serving until 1925. An unsuccessful candidate for re-nomination, he was elected manager of the Port of Philadelphia Ocean Traffic Bureau, (1927-33). Again elected to the Seventy-third Congress, he served (1933-35). After his term, he resumed the wholesale coal business until his death at age 75.
