U.S. Congressman. He attended Germantown Academy and became a successful as a shoe manufacturer, wholesale dealer, railroad enterprises, shipping and the wholesale coal business. He was a member of the Philadelphia City Council, (1856-60) and recorder of deeds for Philadelphia, (1860-63). In 1871, he was elected as a Republican to the Forty-second and Forty-third Congresses, serving until 1875. In 1877, he was again elected to the Forty-fifth Congress and to the next eleven succeeding Congresses, serving until his death at age 74.
