US Congressman. He was born in Philadelphia, Pennsylvania, and was educated in local common public schools. He later attended, studied law, and graduated from the prestigious Temple University Law School in Philadelphia, Pennsylvania, in 1922. He was admitted to the bar in 1923 and began his practice of law in his native Philadelphia, Pennsylvania. He then decided to enter politics and he ran as a Member of the Republican Party Candidate for a seat in the United States Congress to represent the Seventy-Ninth Congress in 1944 but he was unsuccessful. He then decided to run again for a seat in the United States Congress as a Member of the Republican Party to represent the Eightieth Congress and this time he won the election in 1946 and succeeding the outgoing United States Representative John Edward Sheridan. A Member of the Republican Party, he then served Pennsylvania's 4th District (Eightieth Congress) in the United States House of Representatives from 1947 to 1949. He was an unsuccessful Candidate for reelection to the Eightieth Congress in 1948. While serving in the United States Congress he served in a Foreign Affairs sub-committee that examined the cultures of other nations and traveled extensively abroad, visiting such places as France and Great Britain. He was a supporter of the new state of Israel and opposed plans to further divide Palestine. After his term in the United States Congress expired on January 3, 1949, he was succeeded in office by United States Representative Earl Chudorf. Following his time in politics, he resumed his practice of law and continued with that until his death. He passed away on September 15, 1958, at the age of 59, at the Woman's Medical College Hospital in Philadelphia, Pennsylvania, from acute congestive heart failure. His funeral was held at the J. Wesley Craft Funeral Home in Philadelphia, Pennsylvania, and he was buried in the West Laurel Hill Cemetery in Bala Cynwyd, Pennsylvania. He was married to Anna Price Maloney (with whom he had a son), and she survived him until October 31, 1997, and was interred with him. He had been a practicing lawyer for over 25 years in Philadelphia, Pennsylvania. He was also a member of such organizations as the Fisheries Committee and the Merchant Marines.
