He was elected as a Republican to represent Pennsylvania's 3rd Congressional District in the United States House of Representatives, serving first in 1906, then from 1907 until his resignation to serve as Mayor of Philadelphia, Pennsylvania in 1920. He served as Mayor of Philadelphia from 1920 to 1923.
