Julia was the second of five children born to Wesley and Amanda Welch Garrett of Powell County, Kentucky. In 1879 she married William P. Mansfield, a farmer, from near Paris, Kentucky. Together they had six children: George Monroe, Lula, John Robert, Rachael, William "Worth", and Sallie K. Mansfield. Julia and William lived to see their 50th wedding anniversary in early 1930, but shortly thereafter Julia contracted gallbladder disease, which ended up taking her life.
