The last of seven children, she was so small Norma spent her first months sleeping in her father's sock drawer before graduating to a shoebox. As time went by and she went to school, she became friends with Irene Maxwell (their families were neighbors before each was born) with whom she graduated from Egg Harbor City High School in 1939. Irene's father was a ship's master for the Pure Oil Co. and they took a trip to Texas on his ship (W.W. Mills) after their high school graduation. In one of those quirks of fate, one of Irene's cousins was part of the crew and her father was trying to play Cupid, but to no avail. A few years later during WW2, Irene asked Norma along to visit her cousin who was in the hospital and Cupid's arrow finally hit home. She married Harold Maxwell 15JUN1945.

Norma had attended Glassboro Teachers College (now Rowan University), but the war interrupted. After seeing her two children (Mark & Kathy) off to school, she returned to Glassboro for her degree in Elementary Education. She began teaching 4th grade in 1957 in Egg Harbor City and continued more than 30 years. She was a serious student of history, and family trips always included at least one historical site on the itinerary. She was a charter member of the Egg Harbor City Historical Society, Inc. In the 1970s she started attending meetings of bell collectors with her sister Anna and she and Harold joined the American Bell Association soon after. Her collection of several hundred bells included small (less than 0.5 inches) and large (75 pound train engine bell). In their remaining years, she and Harold succeeded in acquiring a complete set of limited edition bells by renowned bell-maker Jerry Ballantyne.
